The </cell> closes the scope of the <cell> strux. The </endcell> closes
the scope of the <endcell> strux. Tables needed closing
struxes in the piecetable so they could be nested and placed inside
existing collections of paragraphs (or later within paragraphs).
This arrangement allows us to place tables as effectively floating frames
with a paragraph too. But that is for later.
