from the screen shot i notice you use 'inches' and there does not seem to
be an option to use other measurements.
msword includes the locales specific measurement in the box, as seen in
this screenshot of the Microsoft Word 97 insert table dialog.

OpenOffice.org Write does not handle table width in the insert table

Mozilla uses pixels and percent of window as the measurement for table
size but i know "Abiword is a Word Processor not a Hypertext editor" (but
a word processor can be many things).
Does anyone have a screenshots of more advanced Desktop publishing
software? I would expect DTP software to have better interfaces for
table (and frame) layout than wordprocessor.
Ive got the usuability monkey on my back, aagh! (and although we are not
entirely metric i try to use cm rather than inches). Somedays you just
get nostalgic about the days when you did not exactly why computers were
annoying the hell out of you.
