The problem runs even deeper.
The following are imported as "font-style: italic":

 <samp>
 <var>
 <kbd>
 <address>
 <cite>
 <em>
The following are imported as "font-weight: bold":
 <dfn>
 <strong>
The following are imported as "font-family: courier":
 <code>
 <tt>
One way to improve this would be to have a file with style mappings:
q {
  font-style: italic;
  color: blue;
}
tt {
  font-family: 'Helvetica';
  color: red;
}
or something like that. But inserting extra text... I'm not sure.
Maybe:
<q before="&lquo;" after="&rquo;" style="font-style: italic; color: blue" />
<tt style="font-family: fixed">
