BLOCKER: broken section breaker

    I was fooling with the section breaker just now (because I'm hacking on
    it), only to discover that it's badly broken. I haven't cvs updated to
    HEAD but I think that my version is from 24 hours ago (Jul 26). For
    instance, the document

    completely baffles the section breaker (only 2 pages are created). I
    don't think my changes caused this problem. But the text *is* justified.

    I'd like to commit my changes to the section breaker at some point; in
    particular, I moved stuff back into fb_ColumnBreaker. TF, can we work out
    some schedule for doing this?
