You can automatically create lists like the above, and you can also 
create more complex ones like the following using the tab key:
1
  1.1
   1.1.1
Additionally, you can change the style of individual levels using Format 
 > Bullets and Numbering, so you'd be able to make a list like:
I
  I.A
  I.B
   I.B.1
   I.B.2
   I.B.2
However, I'm not sure if it's possible to remove the "I." and "I.B." 
parts to create the outline you want. Maybe someone else on the list 
knows how to do that.
